Well, it's a toss up on which is most culpable, in the general view, from what I can tell. I, of course, take the view that Obama is worse, much worse and so we could say he is overshadowing good ol' Dubby Boy... and the spotlight has been moved onto Genghis Ponzi Yoo... so... maybe you could look at it that way?
