Update: Per my exchange with BB2 hereinbelow, and this tidbit, I feel moved to express that we really must keep huffing and puffing or it's going to be a sham. It probably will be anyway, but for sure it will be if we don't keep hollering bloody murder.

He's known all along. I think he's just acknowledging it, and making an impression of willingness, before muddling it up again with another tactic or slogan once we settle down a little. Like parents trying to mollify their kids without intending to capitulate to their demands. He's not the parent figure, but he's using the same evasive maneuvers.
