It's darn clear that the administration was asking for the terrorist designation for Iranian troops and certain accommodating senators wrote it up for them. If you note the date, you can see that the interviewing for the article had to come before the resolution was introduced, and so it wasn't just speculation. There can be no doubt that anyone in the senate was ignorant of what was going on. Leverett and Mann would have been immediately in contact with the appropriate people about this. The White House is asking the legislature to write resolutions and bills that will end up undermining their own authority, and not only are they being accomodated by their own party, but also the majority party as well. The Democrats very blithely, and it is now clear to me WITTINGLY, voted for something that would give the president authority to attack Iran, at will, without bothering congress with it.

We just keep milling around the face of North America as though all our resources and might were not in the hands of outright criminals. Is it maybe things like the legalized bribery of politicians that make it impossible for us to see far enough into the matters at hand to deal with them appropriately? WHAT is the hold-up here?
