1,500 ships dragging propellers that churn up seawater and spray it high enough for the wind to carry it into the clouds.

Just what we need the next time there is an El Nino and the jet stream hovers overhead for weeks on end during the winter.

Then we could put a dam around San Fransisco Bay, turning the central valley into one huge reservoir.
