I remember the witnesses telling Congress about this and the audio during the damning testimony going dead on C-SPAN. I was knocking over buildings in my wrath.

There was a LOT to be scared of in New Orleans. A great deal of that killing after Katrina was about being terrified of the legendarily-murderous people from the slum, but... well, it was, it is a travesty the size of Jupiter.
