In neighboring Roseville they debated closing the jail to help balance their budget.

The measure went down in defeat because:

If the jail were closed, petty criminals and misdemeanors would just be ticketed and released as in other districts without city jails.
They actually want to spend money to house petty criminals.

Astounding!

It looks to be like the people in the prisons are going to be the lucky ones. They probably will keep being fed.
