Invade his country, slaughter a million or so of his people, displace many millions more, loot and deface and irradiate everything, remove the barest necessities of decent living, leave people dying of cancer and babies being born horribly deformed while your troops hang off in huge encampments to insure their natural resources will be shipped to people who will pay you more for them.

... basically, make Caligula look like a cuddly little puppy....
